Mission Statement
To advance the independence, productivity, and full citizenship of people with cerebral palsy and other disabilities.
Unique or Distinctive Qualities
While UCP/CM was initially incorporated in response to the needs of children with cerebral palsy, the agency has expanded its scope and its services to offer a wide range of individualized services and supports to children and adults with disabilities and their families. UCP serves individuals with disabilities other than cerebral palsy. In fact, 65% of the individuals receiving services from the agency have disabilities other than cerebral palsy and 85 % have multiple disabilities. All UCP sites (day centers, residential homes, school, offices, etc.) are wheelchair accessible.

Recognizing the importance of a service system that is driven by the individuals using the services, UCP/CM has been participating in the "Ask Me!" project since its inception, before participation was deemed mandatory by the State. The data that UCP receives each year is reviewed as part of the agency's Quality Assurance Plan, with the results being included in the Agency's annual report. Any Areas identified as needing improvement are included in the Agency Plan for the following year. A full report and analysis of the agency's quality assurance measures (including "Ask Me!" data) is submitted to Maryland's Office of Health Care Quality (OHCQ) and the Developmental Disabilities Administration (DDA). UCP uses in conjunction with its own individual satisfaction surveys to guide services on both an individual and an agency-wide level.

Describe your quality assurance practices, including any agency accreditations
UCP developed and implemented a comprehensive Quality Assurance Plan that monitors and evaluates all services provided by the agency. Components of the plan include regular site inspections, interviews with individuals receiving services and their families, interviews with staff, outside inspections completed by licensing and regulatory authorities and record reviews. Information is recorded in a database monthly and forwarded to the internal Quality Assurance Interdepartmental Team for review. The team, comprised of individuals from various departments across the state, evaluates the data and makes recommendations. The information and recommendations are forwarded to the President and CEO and the Board-appointed Quality Assurance Standing Committee. The QA Committee shares its analysis with the programs, Services and Advocacy Committee which forwards it, along with its own recommendations, to the full Board of Directors.
How Does Your Agency Support People In Becoming Active Members Of Their Community?
UCP is committed to supporting individuals to become active members of their local community. Staff Support is available to individuals enrolled in UCP's programs to help identify areas of interest and available activities within local neighborhoods/communities. Recognizing transportation is a critical issue for people with disabilities nation-wide and a necessary resource to access community services and activities, UCP/CM operates one of the largest lift equipped transportation fleets in the state of Maryland. Assistance accessing public transportation is also available to individuals enrolled in UCP's programs.

Funding Sources: UCP administers its programs through funding from Maryland's Developmental Disabilities Administration (DDA), the Department of Human Resources (DHR), the Maryland State Department of Education (MSDE), the Medical Assistance (MA) program and through its own fundraising efforts.
