Mission Statement

Scott Key Center's mission is to support persons with developmental disabilities to identify and accomplish their goals regarding employment and community integration through vocational training, supported employment, skill development, transportation, and the facilitation of meaningful activity.

Unique or Distinctive Qualities

Scott Key Center provides services to residents of Frederick County that are age 21 and over with developmental disabilities. Employment opportunities are provided in the Scott Key Center and at various businesses throughout Frederick County. Transportation is provided to assist people in getting from their homes to work each day.

Scott Key Center also has extensive experience in using natural supports, or supports that are inherent in the workplace and available to all employees. Scott Key Center's Supported Employment Services, which places workers aith developmental disabilities in meaningful jobs, was awarded a Governor's Citation and an Achievement award from the National Association of Counties. Scott Key Center offers contract and on site work such as toner cartridge manufacturing, horticulture, bench work, and food service.

Describe your quality assurance practices, including any agency accreditations.

Continuous Quality Improvement is driven by the outcomes sought by the people who come to SKC for support in achieving a work opportunity they choose. The data collected form the review of each individual IP by the members of the Standing Committee and tabulated on a Quarterly Aggregate Report.

Information is gathered from its customers regarding their overall hopes, desires and goals in life, and focus on those goals that relate to the person's desire for a particular kind of work. This information is gathered is gathered using several different methods:

  1. The goals established in the Individual Plan (IP)
  2. The completion of Employee Satisfaction Surveys
  3. The completion of Quality Assurance Surveys annually
  4. On-going incident reporting

Information for these four sources is generated by:

  1. The person and members of each person's planning team
  2. The person through personal contacts during an employee satisfaction survey and the Ask Me! project
  3. Anyone who reviews an incident or accident that is reportable
  4. From family, or other care givers during a quality assurance survey and an open forum.

For the purposes of Continuous Quality Improvement, information is directed first to those who must act on

  1. The IP to pursue the goals established
  2. The Management staff responsible for pogrammatic change
  3. Those who must investigate and respond to incidents

The information from these three sources is directed to the Standing committee for a CQI outcome review. The CQI outcome review provides the basis for generating the CQI quarterly aggregate report.

The standing committee consists of less than 51% membership who is non-paid and non-governing of the SKC. This committee reviews the data, analyzes it relative to the personal and organizational goals and makes recommendations for changes to the relevant functions of the organization: Training, Individual Planning, Safety, Health, Recruitment, Program Procedures, etc.

Scott Key is committed to people in becoming active members of their community by assisting with finding them jobs in their communities, best buddy programs, volunteer opportunities, and support in becoming members of other civic groups.

Steps Individuals Must Take to Apply for Services

  1. Submit application to the Developmental Disabilities Administration (DDA).
  2. Submit an application to Scott Key Center
  3. Tour and attend an intake meeting at the Scott Key Center
  4. Provide completed and current evaluations (psychological, vocational, physical)
  5. Once funding is approved by DDA, and if accepted into program, a start date will be established

Special Considerations/Comments: Individuals must have a primary diagnosis of mental retardation, no prior history of criminal behavior, and no dual diagnosis. There is no smoking on the premises.
