Rosewood has a history of deficiency report findings. In September 2007, the Office of Health Care Quality found Rosewood out of compliance with 7 of 8 conditions of federal participation. While those items cited in the quality audits have been addressed, they demonstrate that it would require significant long-term investment in its physical plant and elsewhere to fully address the problems and make Rosewood into a state of the art residential center. The long-term investments necessary to fully address the problems at Rosewood far outweigh alternative strategies. Rosewood's history of quality problems is unlike the experience of Maryland's other State Residential Centers. The decision was made to invest the funds that it would take to correct the problems in developing and supporting community placements.
