Mission Statement

The mission of Comprehensive Residential Systems Inc. (CRS) is to provide people within the State of Maryland who have developmental disabilities with an opportunity to live and grow with dignity in the least restrictive environment. Accordingly, each consumer (participant) served by CRS has the right to residential setting which in terms of physical structure, living accommodation, and geographical location approximate or identical to community norms for living a healthy, safe, emotional, socially and mentally stimulating environment.

Unique or Distinctive Qualities

Comprehensive Residential Systems Inc. (CRS) will utilize the extensive clinical and therapeutic knowledge of experienced group of professionals who are already familiar with the medical and social needs of persons with developmental disability. The thrust of their program is to create a close to "home-like" environment that would support and also enhance the social, medical and psychological stability of the consumer in their care. They believe that all humans, if provided with the right type of environment and opportunities are capable of achieving their full potential regardless of their disabilities. Their job at CRS is to provide an enabling / supportive services that would follow a holistic / interdisciplinary approach among relevant service provides to assure the highest available level of service to their consumers. CRS shall make all possible attempts to serve eligible severe, chronic developmentally disabled and emotional disturbed individuals in need of those services available at the group home. No individuals shall be discriminated against due to race, creed, color, sex and national origin.

The "Ask Me" survey results, has served as model and also a bench mark for measuring, all of the goals in Comprehensive Residential Services' "Action Plan" against the Quality of Service Criteria it has set for each individual for attainment of it goals. The achievement of these goals reflects the quality of the level of service it delivers to its individuals, and also serve as an indicator in its quality of life as a whole.

Comprehensive Residential Services' Quality Assurance procedure is made up of a three level oversight process:

  1. The Quality Assurance daily inventory by the QA technician – checking/inspecting the physical plant (the homes), and IP programs on a daily basis.
  2. Weekly review of the daily QA reports from the QA technician by the QA manager for feedback and plan of corruption
  3. Quarterly reviews by the standing committee to validate the proficiency of the programs

How Does Your Agency Support People In Becoming Active Members Of Their Community?

Comprehensive Residential Services' "Action Plan" embodies a wide spectrum of community based social activities which range from activities within neighborhood organizations to local and statewide sponsored events. Inter and Intra-faith functions of their choosings are also encouraged.

  1. Request for Agency's application form
  2. Interview by adimissions and discharge committee, following prescribed admission criteria.
  3. Review of funding availability
  4. Acceptance of the individual into the program

Special Considerations/Comments: Comprehensive Residential Services' model is guided by the sixth recommendations in the executive summary of the "Ask Me" project of the Developmental Disabilities Administration of Maryland. Comprehensive Residential Services' hopes that with the vision and fore sight, the quality of life for the individuals in its program will be enhanced.
