Bello Machre's mission is to provide homes, support and loving care for children and adults with developmental disabilities, enabling them to participate, as fully as they choose in the life of the community.
Started by family members of individuals with developmental disabilities, Bello Machre is especially sensitive to the extended families of those it serves. All Bello Machre homes have "live-in" staff, helping to create continuity of services and a true feeling of family.
The information has been examined by the Bello Machre Quality Assurance Committee and is being used to develop a comprehensive plan to address concerns.

The Quality Assurance System consists of four primary components: The Human Rights, the Behavioral Management Committee, the Standing Committee for Incident/Injury Review and the Standing Committee for Quality Assurance.
The Human Rights Committee is comprised of 50% staff and 50% non-staff and meets on a monthly basis, provides the internal mechanism to protect the rights of the individuals receiving services from Bello Machre. The committee may also meet on an "as needed" basis in the event of emergency situations. Operated jointly by several organizations serving individuals with developmental disabilities, this committee: Reviews agency policies and procedures to assure protection of individuals rights; Reviews the use of any and all restrictive interventions to assure protection of individual rights; Investigates all instances in which individuals receiving services were secluded, excluded from programs or allegedly neglected or abused; Acts as a critical advisor to the agency concerning the legal and human rights of the individuals receiving services, assuring protection of those rights; Provides a forum for the exchange of concerns and relevant information and requires relatig to individual's rights by the individuals receiving services, their proponents, staff and other interested parties.
The Behavior Management Committee reviews every behavior support plan prior to implementation, assuring compliance with all policies and regulations.
The Standing Committee for Incident/Injury Review reviews, monitors and makes recommedations regarding the agency's efforts to report and investigate all incidents and injuries in a timely and appropriate manner. This review includes monitoring the protocol developed for identifying, reporting, documenting and investigating such incidents/injuries, and reviewing them for efficient practices and recommendations for corrective action. The committee also reviews for trends and best practices.
In accordance with regulations, this committee developed its own standard operating procedures, serving and representing both Bello Machre and Providence Center, and is comprised of the following: One employee of Bello Machre; One employee of Providence Center; One volunteer from Bello Machre (non-staff); One volunteer from Providence Center (non-staff); At least one individual receiving services from either organization. In addition to the regularly scheduled meetings specified in the operating procedures, the committee may also meet on an "as needed" basis in the event of emergency situations.
The Standing Committee for Quality Assurance establishes and monitors measurable outcomes regarding all aspects of the Agency's service delivery system including, but not limited to, the following areas: Health and safety of consumers being served; Consumer satisfaction; Opportunities for individual choice and self-direction; Appropriateness and quality of specific services and/or settings; Adherence to regulations regarding Behavior Plans; Quality of Life of individuals being served; Achievement of goals identified in Individual Plan; Establishment and implementation of mandated policies and procedures regarding the fundamental rights of individuals receiving services; Review of results/reports of Maryland OHCQ surveys and Investigations.
The primary tool used in assuring that the individuals served by Bello Machre have opportunities to become active members of their communities is the individual Plan. Developed with the assistance of the individual's team, the Individual Plan provides the outline and creates measurable outcomes to assure that community participation is not only available but encouraged.
